3. the fabric is garment fabric so trying to use alcohol, isopropyl or otherwise, is probably going to get the stain to spread so um]

...I'm not too sure. A fair number of us do have a variety of outfits right now, so its hard to say.
Although it being singed does tell us that its entirely possible that it was once from what was burned in the incinerator.
