He had tried to think of what he would say if everything went right with the plan and he got to see Tarrlok again, but now that it has actually happened, those thoughts completely fall apart.

As per usual in these moments, his expression is completely mixed but mostly apologetic because he should really know how to Emotion right now. He's...smiling, though.]
